No figure is unlimited, sometimes, yes, respectively. Most of them either get a reprint or are simply manufactured with a quantity that doesn't appreciate in value the first time. The few that appreciate in value are a small minority, although like any figure that number increases with age.

few figures are made with the idea of being unlimited, they just have a large enough quantity to statisfy those who preorder them and those who don't. If you were to genuinely go to Akiba within a year you can find some lying around in a shop (most of the time).
I couldn't tell you exactly where but Akiba has a ton of Otaku merchandise and electronics lying around everywhere. As long as you're not looking for a figure made like, a decade ago you should be fine.
