Realistically I assume he's operating with phase's blessing in that regard given the business relationship they have and the other fan merch that exists, but the direct issue I'd see is that the argument could be made that Pippa herself was going behind phase's back to make merch personally given that not only would it be her family doing it, but that she is still currently living with them and directly benefiting from it.

It's not that he's explicitly been told no, it's that it's a bad look for a talent's family to be selling merch without sharing the revenue with the company as they would through the official store. It goes against the spirit of both the talent contract and the fan work guidelines, since someone could very easily set something like that up as a loophole if they wanted to, and the perception of that alone would strain relations.
