I'm pretty sure he means that collab bans are for everyone in Phase besides Pippa. So for example Kirsche can collab with Pippa but no one else.

Easy to explain. Hexa was collab-begging to pippa regarding other phase talents and pippa just said: "nobody is allowed to collab with people i collabed with. phase policy, sorry my hands are tied"
I assume a blackslist of some sort exists, Pippa passive aggressively complaining about shit like the bagstard collab getting shot down a while back would say as much but I doubt its some "Pippa likes them? On the list" situation, though if it exists to that extent Hexa could be aware of it either cause Pippa herself told her or one of the girls she asked for a collab did.
Only other Phase members Kirsche has collabed with are Lia like you said, and Yuri and Lumi when they played Sons of the Forest with Pippa. I just think conflicting schedules, not really having enough in common, and then the politics of Kirsche maybe making some wary makes collabs not happen. But I always found the blacklist rrat a bit weird, I'm pretty sure I've seen Iori raid Kirsche on twitch a few months ago too, so it's not like some weird "don't interact with her at all costs" rule exists.

It's a bit odd that she'd ditch that for a random model the second she does a collab with Foxu. She certainly didn't appear as a blue thing just "because it's Halloween and people wear costumes". Maybe it's the whole "women can't get models to function together" thing somebody mentioned earlier. Maybe it's for Phase Use Only and was company-issued for that purpose. Maybe Sakana pulls out one of every Phasegirl's fingernails each time Pippa appears with Kirsche. Or maybe it's more that Pippa isn't forced to wear a muzzle by her corporate slavedrivers, and isn't Literally Nyanners (two more weeks), but as she says herself she tones shit down, dodges controversy, and generally tries to not bring the heat down on the other girls because she doesn't want to fuck things up for them.
I get the vibe that a lot of Phase directives are more like Sakana tells Muumi "I think Pippa is going to get us lynched because XYZ" at lunch one day and then Muumi hears Pippa asking about XYZ so she says "maybe do this instead". I would not be shocked to hear that while we know "don't collab with Kirsche" would never fly, Pippa would agree to "maybe don't use the official Pippa model" or something.
The fact that (as has been pointed out here) a half dozen of the other girls have gone to the mat shotgunning commies and mocking soyfiends all on their own just makes it better. THE FIRE RISES.
