Base redesigns (not upgrades) aren't rare in Holo but also not super common, iirc the people who have gotten one are:
Sora (outdated design)

Azki (seems to be her thing)

Nene (Theme changed to swerve away from chink pandering)

Original designer seems completely booked up and hasn't been involved much since the original work. I think that might actually have more to do with things, but she's also the oddly out of proportioned from everyone else.

Irys' redesign is probably more the discussion point for this. Likely for roughly the same reason. The original design was just a little too far out of where the Cover structure was going and it made it hard to fit.

Or Kaela & Kronii are eloping. While that's nothing happening, well, spinning some folks into a mess over the thought is funny.
