This has been in consideration before, I remember this exact slide from a couple of years ago.
Nice writeup, I do think people tend to act like Cover targets their oshis and fails on purpose rather than just being like a huge rigid machine where bending the rules to benefit certain situations is not allowed and each thing depends on like a dozen people so unless you really push for it it will just get lost in the shuffle.
The asset count doesn't even include the JPs, IDs and Stars, and that does bring to mind the fact that a lot of people seem to think EN exists in a vacuum, or that they don't share the same resources as everyone else higher up. It happens a lot when it comes to performances and concerts, some have questioned why they take so long to produce ignoring that events have increased massively in frequency with the new studio, a lot of people seem to resent the JPs for having more events even when there are more than double the JPs in the company. Actually take the time to count every 3D project that gets produced and you will realize that the studio is likely booked year-round and working at near capacity already, Cover didn't slow down on the debuts just for funsies, there's an obvious capacity and logistics cap on things.
I think that the issue is less that Cover is perceived to be "targeting" talents, and more that it is repeatedly missing its own targets for project completion. Both Kiara and Mumei had large projects that were originally supposed to be completed by a certain time, and then were delayed. In Kiara's case, this cost her the participation of Mumei, Fauna and Gura, and in Mumei's case it cost her the 1M wish. I'm guessing there are problably plenty of other projects that we don't hear about where this also happened.
In light of this, I'm actually encouraged to hear that they are slowing down new talent hires. I don't really think we need 5 more EN talents or 3 more ID talents or whatever, if they can't even figure out how to consistently meet production schedules for their existing ones. Hopefully they can iron that out (hire more ppl, outsource studio time, whatever) before they resume adding talents.

They don't currently need more front end talent - what they severely need is a boost on their back-end staff. "1000 projects" in a fucking year is actually insane if you think about it considering that on their own slide, they list their current employee numbers at "679".
It may come out of "one talent sees another and they become interested" but I cannot discount the agency telling them "hey guys can you please maybe play?" and some of them said "yeah why not".
I think its a combination of both, some of them had personalized clothes even before login into the game and others had to do it on stream
Here Riona just tried the basic clothes and the sandbox mode instead of the usual fan interaction of others or hand drawn stamps and clothes

So here, she hit 1mil Jan 26 2024 and her birthday is August 4th. That's ~ 8 months.
Matsuri hit hers June 1st 2021. Her Million wish was a stage, happened Jul 22, 2022. So over a year for something way simpler then a 3D model.

Pretty obvious considering Kiara and Calli's pipelines that a 3D model wouldn't be done in time.
Why would Cover work on something before the milestone?
So she wanted a 3d outfit, stage that might be semi-custom and potential English perms? That's a lot.
Mumei would have had her wish fulfilled if she stayed. They worked on the outfit for an unknown period of time so maybe Cover was reluctant to change course and give her a different wish. Not sure why you think Cover stealth stops work when: Vesper got a new model before leaving, Magni got a new model before leaving, Gura debuted her 3D model before leaving, Chloe got new 2D hairstyles and Coco got her purple dragon 1mill 2D costume after announcing their graduations.

Feel free to say that getting a model is bigger then just outfits but Cover's goal is the interchangeability of assets between outfits. Also feel free to "but Mumei" forever I suppose.
Your Gura timeline is a bit off. If it were a million wish it probably would have been her 3rd or 4th (which is still a few years ago). Comparing 2d model timelines to to 3d outfit timelines is apples and oranges, and yes, there's a very good chance that a lot of those were delayed too, but there's probably plenty of cases where the models are done on time and aren't revealed for other reasons, like the talent holding off to wait for an event or season (IRyS makes a big deal about her outfits fitting certain seasons and doesn't want to release things out of season). Conflating "a 3d outfit, stage that might be semi-custom and potential English perms", is the classic gamer trope of "Why are they making skins when they should be working on character balance!", as if the artists are the ones studying ranked play trends and coding.
The simple fact is; we know 100% for sure she was disappointed that she couldn't do her chosen birthday theme because of that model not being able to be done in time, and we know 100% for sure that the 3d model was then delayed until after graduation. That gives us a solid timeframe with no need for rrat-ing to invent other issues.
I never claimed she was the only one who got told "We were wrong, it will take longer", it's that she explicitly said, "They told me it wouldn't be done for my birthday" (just over 6 months). She was then later told, "Actually it will take double the original time that we told you", at which point she said that it wouldn't be done by graduation, 15 months from the request date.
Taking everything at face value, that means they tell the talent internally that the pipeline for a 3d model takes ~8+ months and, in her case, it was delayed it to double of that original timeline later on. Maybe other talents get those same delays, in fact it's likely that they do, but we don't know because as far as I am aware this is the most specific case we have of event dates and clear talent statements.
That's the point, no rrats needed. Everyone likes Kiara's idea of "If I ever leave, you will know exactly why", but for right now this is among the most detailed information that exists.
That's why it's valuable information, every time some other talent makes vague complaints about things being late or their projects not being ready on time, this gives an idea of what's happening behind the scenes.
So with those timelines and delays in mind, it's interesting to read this:

Granted, he's probably talking about this in a more recent context in lieu of all the process improvement and staff hirings they've done. Also important tidbit about that interview is he mentions that the department is currently handling "1000 projects a year, both big and small":
You would assume things like models (2d or 3d) would be considered 'assets' in this scenario because they are definitely not 'show production', but it's obvious that they don't take 2-3 months to make (for a live2d specifically I'm sure that would be rushing the artist, even ignoring every other step in the process).
That makes me think that new models are atypical assets with a longer, unstated production time, and the assets that 'typically take about 2 to 3 months' are things like the swimsuit/santa 3d outfits that are essentially cut and paste, or maybe 2d toggles like the 'holding mascot' type of thing, or static art for stuff like merch and promos.
I'm frankly insulted that you don't care about [INSERT WEEKLY INDIE DRAMA SLOPPA HERE]. At this rate, I'm sure even Hololive will be impacted by [INSERT EVENT THAT WILL NEVER IMPACT HOLOLIVE].
