I don't think that much revenue is from actual vod watchers but people who join the stream. I've had this theory that streams are so much profitable because of the amount of people who tune in and out of the stream. I'd love to see the data but I suspect youtube noticed the amount of people who basically pass through a stream is insane and that's why they made it so that you get an ad when you try to join a stream. The longer you stream the bigger the amount. He should compare the ad revenue between videos and vods with the same amount of views to confirm.
