Paying for the rights to use a comic book character for a movie, a game, a book and so forth, is very lucrative for the original artists and authors. Especially video games and movies. If Luna Snow is getting pushed that very likely means someone who gets royalties from Luna Snow's appearance is forcing the game devs to use that character.

I literally just told you there is no money to be made off pushing her no ones making cash off the remains of agents of atlas Snow specifically is entirely owned by marvel as she's one of the Korean heroes that got a massive push when marvel was trying to expand into Korea.

Hence my confusion she continues to show up in random games at least Iso-8 had the excuse of being a convenient McGuffin to fight over

For context this is like if Simpsons decided to release a game with every character you expect and also hans moleman just randomly.

Justice and Flow Glow don't have 3D model so they are out. Suisei has confirmed that she will not be part of it because she will be busy with other events. Your 71 count also includes the affiliate Ame who probably won't be part of it as well.
If we exclude all of the above, then everyone else will be part of it, including Chloe and Fauna.

If an unpopular character like Luna Snow is in the game, someone involved on negotiating the rights for Marvel very likely has a vested interest in getting that character in the game because they get extra money for that character's appearance in that game. Sure, the royalties for Luna Snow aren't as much as the creators of The Hulk or Iron Man are getting for their IP, but no doubt it's still a pretty good payday.
