Not really. She herself plans to be back next week and said as much. Any longer, and I would think so. I don't think it's exactly a nothingburger since it's bizarre and frustrating that Cover dropped the ball on her this hard, but it's also not really a cause for alarm.
Because if an active holo just up and disappears for an extended amount of time, people start rightfully asking questions. Holo has failed numerous times at communicating with fans in the past, so even if some may see it as an over correction I think it's a good idea to let everyone know whats going on as much as they can.

Because it's a work visa and Cover is a japanese company that is super strict to a stupid degree about insignificant things. They're probably afraid or concerned that Ina's official twitter or any of her accounts count as "work" and would be a problem to use. I think its an over reaction too, but it's not out of character for them at all.
