If i recall correctly, some vaccination/certification stuff needed to be done to fly the dog out of JP, so until it was time for that, Sakana left the dog to Clara, and then just didn't come back to JP for a while lmao so Clara's been going "take your fucking dog already" for some time now.
It's Clara's dog now.
My own personal rrat is that Sakana didn't tell his wife he was getting a dog and she disapproved of it upon finding out, so the dog is, in fact, permanently stuck in Japan now.
