I'm guessing it was an adjusted French dish in Vietnam that arrived in the States with the diaspora after the fall of South Vietnam. I'm going to guess it mostly stayed in Southern California. Mostly because I've never encountered this until now. Though in most of the States, Pho is about the only Vietnamese places you'll find.
I could like Pho. but every single viet restaurant is called something cringe like Pho You and thus should be removed from the land with excessive amounts of fire.
I've seen it up here in Northern California in some bakeries. No one I know bakes it at home and its not eaten often at all.
The ones I've seen have names like Pho King Great or Pho King Amazing.
