That's referring to the assistants that will be helping their booth as they won't be attending it themselves by the way, probably wouldn't be allowed by holo management itself due to obvious reason (If I remember correctly back when Rica(mel) was still doing double activity she also asked a friend/assistant to handle her booth at comiket instead of attending herself)

I think management makes suggestions, but they can't stop their roommates from attending cons, even as guests. The only time I know of them blocking the talents from participating is from going incognito during like Holo Expo. Lando, Connor, Karen, Keeki, Nayuta, and Guutara have all had public appearances, at the least.
