It's a long-running rrat (from /vt/, of course, so big grain of salt), that Momo was a last-minute hire after the original pilot bailed. More colorful versions of this rrat say the original Momo was Waabyuu before she got hired by Holo.
Not a stretch to think that she got shoehorned in when the model was already too far along in development to make substantial changes that would really make it "hers".
E: I had a vague recollection of her rigger being different from the rest of ENdless too and I was partly right. She and Roca have ransom_vt and Mimyoi as riggers respectively. Coni, Kai, and Poko got Reinly as their papa (I swear that guy's rigged half of small corpo VTubing). This indicates at the very least that their models were being worked on separately from the others.
