MJS released a PC client finally so Khubie will hopefully not take 10 minutes loading into a match today playing it. That said I recall reading a /jong/ post saying it doesn't like to capture properly with OBS.

Best guess is either new outfits or a new ID-based IRL event. The latter is from some ID folks who saw the building in the announcement background

to be similar to that of the Museum Fatahillah (Fatahillah Museum) that is located within Jakarta's old-town district. That museum (or more commonly the area around said museum) sometimes is used for outside events like say, gacha-game advertising events like Honkai Star Rail or whatever, so assuming that Cover is willing, the announcement might be about IRL public event around that area (or possibly just Hololive ID standees posing around there, maybe)

That said, it could be just Cover staff using that as a background and it really is just new outfits. Who knows.

EDIT: I almost confused with the date (2024-04-06 can be read as either 4th June or 6th April) but I'm assuming that, if it was real event, it would be 6th April since it's saturday. But again, let's wait till more news pop out.
