Technically since september 7th 2017 when Sora debuted, though Hololive as an agency wouldn't be created until 2018 I think? I know the name initially was used to refer to Cover's AR app which they used for people to view virtual objects on real spaces (thus the name Holographic Live) with Sora being essentially a corporate spokesperson/mascot, then the name got Co-opted to mean their Vtuber project which was much more successful than they intended. The first gen wouldn't debut until summer 2018.
