The burst of creativity from the rise of Napster until the 2008 GFC will probably be unmatched for a century. It's part of why people are going to be nostalgic for it for a long time.
I would not consider Nu Metal and Emo to be "bursts of creativity," rather sub-sub-genres that were extensions of the 90s. And that also sucked.
Film and music during this part of the 2000s were largely a downgrade from what came before, with a few notable bright spots. Same with gaming and comics.
Technologically, it was less advances and more things coming together and being smoothed out.
I'd say the burst happened throughout the 90s. Or, more specifically, ~1987 through ~2002. After that, things just started to really die down.
But compared to what came starting around 2010, yeah, the 2000s looked amazing. Sad as hell that was the last era that looked like an era.
