Gordon operates independently and Batman is a vigilante in the eyes of the law but the police force tolerates him as they need a criminal to fight crime. Likewise, Leyley is evil to combat the evil in her life. She knows she does what others can't, just as Batman uses violence and vigilantism to do good, but she is still aware she has done bad but for her own good. Leyley therefore doesn't not know she could be any other way.

Batman's violence is a net positive and is a necessity because beauracratic systems can fail. OTOH, maybe Ashley "needed" to burglarize her parents' house to escape evil or eat the first guy to survive, but she didn't need to eat her parents or kill a child to escape. If they just chilled out and left town after escaping the organ harvesting they wouldn't need to kill anyone at all.
