Not a thing until they get 270, and on top of that, the can of constitutional worms that shit is trying to open is insane, but sadly for them, the supreme court would likely and almost certainly kill it.

Someone should sue in compact states trying to argue that they don't actually need 270 for it to go into effect.
It might work because the language is slightly ambiguous and there are a few states even used different language in when it will go into effect.

All I know is that it would be extremely funny and you will see state legislatures heel turn on this FAST and probably immediately abolish their compact.
