There's not really any info to be had. Dizzy herself said this on stream before then saying she'd obviously been wrong.

Very likely referring to this clip here. Dizzy tends to be risk-adverse when it comes to her opinion on hiring new talents. That’s why the running joke is Sakana should always do the opposite of what Dizzy says.

Dizzy has a stellar rep from her time as the only good manager at Tsunderia, is loved by all the former Tsunderia talents, and has a good friendship with Sakana to boot even before being hired. Oh, and her time at Phase Connect has shown she will stream consistently and gets good numbers doing it. Hiring her was a great decision on Sakana's part. I have no idea what the retards over at Reddit are thinking in saying Sakana made a wrong choice there.

But yeah Dizzy's only known hiring suggestions both turned out to be spectacularly wrong, tho while i don't remember if Shiina ever commented on it, Pippa(in the clip linked above, even) was pretty much in agreement that hiring her at the time has been a major risk.

As for hiring Saya, most people here agree that she's entertaining. She has a good comedic timing, incredibly endearing bratty attitude and a decent taste in games(disregarding overwatch). Unless we entertain a package deal rrat, Sakana hired her because he hoped she'd be able to overcome her multitude of issues, as if she had streamed consistently, she could've easily pulled good numbers.
