It's a lot more complicated than people realize, but it was far more the sudden use of it for political censorship that's been the huge worry. Being involved in a transaction for illegal content/goods can rope in the company doing the transaction. As a cross-example, with the US assigning a bunch of Mexican cartels to the Terror Group list, any knowing transaction with a cartel member is a federal crime.
For the payment processors, depending on the jurisdiction, non-active enforcement could lead them to being liable. Which is really just the government doing a shake-down, but that's why they do it.

Probably a good time to write down what I found. There is a possibility that she is the reincarnation of Parast's Amagasaki Ame who graduated on 9 June. This being so close to Re:AcT's announcement (15 June) might have something to do with her "ill health".
There were two vague tweets from current Parast members around the time of her announcement.
Not sure if this is related in any way but this might have something to do with the debut delay. Her youtube and X accounts have no updates since the main Re:AcT announcement regarding the postponement of her debut. Compared to Tsukushi Aria who provides updates from time to time, radio silence feels off.
