It's a quick, easy in-joke to call (you) a useless retard that is a net drain on society. As @Punished Anime Discusser pointed out it's more or less been run completely into the ground but still works about as well as your average smuggie.
It does depend on the publisher. Most have some kind of default page, but some like Carlson (the ones who do One Piece among others) customize them a bit more.

We have a lot of stuff that even the English publishers don't get or don't bother putting into print.
Also, it's a lot cheaper than any English offering. Regular shounen manga goes for 7-8€ and most small format books don't ever go above 9€, large format manga stay below 12€ and full colour manhwa usually cost around 16€. On the whole buying in German is around 20-40% cheaper than English manga, even on sale.
