As far i am aware Fubuki doesnt have an active PL so she just used her Hololive main twitter account ( and now she is using her sub Hololive account)to post about Coco stuff (she also was happy the day Kson won the Yakuza Gaiden and IW contest to post about it without directly mentioning the event)

AFAIK anyone can make a thread in Events. Copy-paste your earlier effortpost to start with, and the worst that can happen is a janny says to use the main thread. It's worth saying that last year had a thread made also just after the announcement.

Nop its HoloStars JP Only because it was something made by their managment there isnt even a retweet from the English Account (An Stars EN might even get nothing to do on their branch because there isnt a single annoucemenet from their managment from any kind of event)
Uyu was already aware the HoloStars werent going to have a Countdown this year so he decided that anyone that has a VR set and can join a VRC chat world he made is free to do it to try and made one in time for new years
