Generally, she could get the police involved as the stalker allegedly got her personal info, possibly from scouring legal documents, which are considered illegal. Indo also has its own cybersecurity law (although the practice itself is still pretty loose, and they ended up revising it a couple of times), so charges could be made already.
And since the stalker might've been around her home based on the CCTV mention, there's a small chance to identify them and work with the police to ambush them if they're still planning to be around the area.
She should also consider changing her phone numbers and her family's too though, for good measure. As annoying as it is, better to be safe than sorry especially when you can't really count on the law enforcement to be close by 24/7.
I can only pray she manages to stay safe and gets the appropriate safety measures, at the very least her fellow ID friends are there to help her when possible. Truly unfortunate timing after the stupid flower stand drama though, godspeed Kobo.
