Peter Robinson doesn't sit under one specific genre but a lot of his stuff is Electro House with a bit of synth pop and dream pop. His virtual self stuff is a big deviation though and goes much more into trance.
The whole greater electronic genre gets to be very weird and has a lot of diverse sounds.

And here's one of Mumei from Mumei. Anyone wanna take a stab at some of the meaning in the video and lyrics btw? The underwater part with the whale kinda leads me towards thinking that the silhouette character is herself. Kinda like a 'finding herself, and finding a place with her fans at the same time' thing.
Oh, and I think IRyS likes Mumei too.
THIS might actually be bias talking, but I do think Mumei has the potential to break out of the vtuber sphere and get huge. The video isn't anime (edit: and it has ENGLISH LYRICS hardsubbed on the video!), which would scare off a lot of normies from the start, and like 50 other people have mentioned already it's got Porter Robinson vibes (I've seen other people say 'Chainsmokers if they did a Japanese song'). It just seems like a very normie-friendly bop, with the emotional vocals on top of the electronic music, you could easily imagine hearing something like it on the radio. (Edit 7 reply to the next post: Yeah, I'm not suggesting it WILL be on American radio, I just mean it is the type of song that could be a radio hit if it were. Change the lyrics to English and title it 'The Chainsmokers ft. Mumei' without changing anything else, and bam, it's a hit. Rather than radio it'd be easier to make it into...I don't even know what people listen to now-a-days, like, a streaming playlist of curated songs?)

The song is good but there is pretty much zero chance something like this would see radio play in the West. Even BTS only really gets radio play when they have an English speaking feature or straight up just release songs in English.
Took a look and I can imagine it a bit like your interpretation. The character started out as a 'nameless' ("mumei no mama") whose existence is being alone in seemingly empty world remembering nothing but the fact that she forgotten about something and is after someone that she seemingly recognize despite not knowing about it. Then she ended up having some sort of revelations and ended up becoming "Mumei" (literally using it as a name and not translating it to japanese) and in essence, becoming the person she seeks all along.
The whale itself appeared twice, one where the character swam on the sea, seemingly against the whale and fish going the other way and the other without that character, undisturbed. Not sure how I can imagine its interpretation, but possible interpretation is that when she ended up becoming "Mumei", she ended up like you said in your own interpretation, 'finding a place' within the school of fish and the whale. Since the scene before the 2nd whale appearance has a fish on the ground going back alive, it might be one way to look at it.
On the other hand, you can also imagine it as Mumei herself, after deciding to take it as her name instead of nameless, ended up using her lantern as a beacon and saw the empty ruins and beach teeming with life. Likely can be imagined as her, as a vtuber, lighting the beacon so her fans and anyone interested to her to follow her, toward that beacon.
But eh, that's my interpretation. Song is pretty dang catchy too. It's not gonna be on normie radio like you stated, but you definitely can set it to loop several time until you get bored by it. It's definitely a lot more thought-provoking than A New Start, but that's mostly because the way the MV and lyrics of Mumei just makes you question things regarding the meaning, while A New Start is best summed up as "Hi I'm an owl girl that spent the entire lifetime as patron saint of human history, lemme sing my joy and happiness as its historian."
