Most states prohibit it or don't specifically mention if it's allowed or disallowed. Some states, you can turn on a red arrow, specifically, Florida and Oregon.
This myth, at least with the people I know, just comes from general folklore and speedometers being inaccurate. 5 isn't something you'll probably get pulled over for, but that doesn't make it not the speed limit. If someone wants to go the speed limit, get off their case and their ass.
Edit: While I'm at it, she's right about the left lane, too. That's not universally a passing lane in the states, and it's not the speeding lane either. Just by the books, it's not the "go faster than the limit" lane, even if someone is a bit of an ass for blocking it.
