Normally yes, and in this case I'd say they'd need to, but there are certain defamatory claims that are considered defamation per se, and you don't need to prove monetary losses to have a valid claim, and the trier of fact can choose to assess an amount of monetary damages without further proof of loss. Those claims are: a) committed a crime, b) has a contagious or "loathsome" disease, c) engaged in conduct improper for or has qualities inconsistent with their work, trade or profession, or (less common these days) d) imputing unchastity to a woman. "They said we called CPS on them" is not defamatory per se, and honestly they might have a fight about whether it's even a defamatory statement at all.
