It's been forever since I played it but isn't she the hardest route to get on without a guide since you need everyone else neutral/negative except her which is by far the hardest state to hit in the game, if so I doubt she'll get her.

No Rin is the hardest one since you have more obvious pro-Shizune choices
While you do need to have everyone neutral in order to get Rin instead of the roof ending

None of the choices are that difficult since the only proper target is Scarface and it's obvious how to get her.

Funny, I don't remember having a hard time getting Rin's route started but remember having a hell of a time getting Shizune for some reason. Guess I did some strange choices back then.
