The guy on the article admits got hit because he was telling people to go to tiktok to donate to him to test a feature, that breaks the second rule and maybe the third if he's funneling all donations through a single service. They define the site's public image these days, and the fact both are incredibly profitable through donation-based income streams (bits and subscriptions) while completely alienating advertisers is making Twitch desperate to keep the advertisers they have on board by doing all kinds of performative shit.

I'm certain it's also why they force partnered streamers outside of those categories to run a set quota of ads every hour now. They want advertisers to see their ads playing on normal SFW gaming/vlogging/podcast etc. channels to convince businesses there's actually value to buying ad space on Twitch, since that's not immediately obvious like it is on YouTube where all the big channels are showing ads to hundreds of thousands of people every day.
