I think he still has hopes he could clean it up and become a "normal" vtuber company, but he keeps hiring insane women. Even the invaders are insane, so it's not like he couldn't have known.
I always wonder how much of it is a bit. But then you have Ember who didn't have any inkling of that sort of thing being "her character" and she's fucking insane. So now I guess it's the company culture.
