Guessing either Cover doesn't want them to collab or Polka just wants to do her own thing.

It's a weird situation - Polka has done collaborations with other friends from her past life (like Kotone) and now I guess we know that Tamaki doesn't have an issue with the idea in general. Seems like it's way more likely to be some kind of personal issue rather than anything company-related.
