I think the list is also taking account of the vocabulary the streamer uses, Vox and Fulgur are higher because they can read books basically, while Enna and Millie speak with aninstinctive grasp of the English language.

I was going to say the same thing lol. Vox, Fulgur, and Aia use words with more than 3 syllables, which puts them above the likes of Millie, Enna, and Selen.
