The longer this sort of thing is tolerated, the more that those who are Krampus-minded are further enabled in everyday streams

What I'm getting at is, if VTubers do not regularly crack down on this sort of thing, the more extreme it will inevitably become in their communities, the more it will spill out into other unrelated VTubers

This is very much a case where tolerance = acceptance, do not worry about being "mean" to them, they're the ones causing the disturbances in the first place
