This is not normal, and we shouldn't have to act as if it is just because Hololive is still, by almost all accounts, the "best" corporation in the sphere.

This is just a generic all encompassing term the PR team thought of that could mean anything from "revenue cut lowering" to "we have to stream certain hours a week to get paid" to "Takeshi the upper management was caught in the dressing room sniffing the sweaty 3D suits". Calli said that it is never one thing and most likely than not just a bunch of small things that add up.

I have speculated that back when Nyanners/Silvervale/Veibae left Vshojo it was all due to the corporation wanting them to take a pay cut.

I'm pretty sure Affiliate contracts are offered at year renewals or whatever they do around the time they were signed on.

Chloe debuted in November and was probably signed on in October or September.
Ame debuted in September and from what I remember they've said in the past that they watched the Aloe situation go down before they debuted proper so August/July would've been when Myth was all given a final contract to sign for passing auditions.

If only people posting stock graphs also included the general trend of the market for context. Most lines in JP I saw from a few cursory glances are down today. Anycolor also went down today (not as much as Cover, but it's following the market trend).
