I've heard some SEA kids who have never stepped foot in the UK have a fucking British accent by virtue of their parents letting them watch nothing but Peppa fucking Pig all day. Nips don't really consume Western media as much as other countries - unironically, it's a great English teacher by osmosis which is why there are Third World countries like the Philippines who speak English way better than the Nips.
The Philippines is an outlier since English has been taught here for 100+ years. The real case study in SEA for learning English through media are Indonesians. Two decades ago, there were few young Indonesians, even at the hotels, who could speak enough English for short conversations. Now it's the second-language of choice for the young, and they're somehow able to have a less sharp and grating accent than the Malaysians and Singaporeans just across the water, and those countries were British colonies.

I know a few people who have taught English in Japan, and the general consensus does seem to be that English proficiency there has actually declined since the 2000s, maybe even earlier. And the young people there aren't necessarily getting better at English either. It's the middle-aged salarymen who tend to have the best grasp of English. Makes sense since I guess they didn't have as much reason to learn after their economic bubble popped in the 1990s. This does get borne out in rankings (though I always take these sorts of rankings with a grain of salt) and test results:

Kids tend to pick up the accent of whoever/whatever taught them. You get plenty with California accents because they've watched nothing but Hollywood, and that's just as weird. Or if they learnt from a Texan they'll speak like that. Etc.

I think that's backwards - before the bubble popped it was reasonable to assume you could spend your whole career in Japanese and expect the world to cater to you, now Japan needs to accept that it's economically playing catch up. But it's going to take a couple of decades before the politicians are the right generation to realise that.

I've met so many people that are ESL who have admitted they learned english either from video games or television and if they didn't admit to that fact I would never have known aside from not getting occasional idioms or other turns of phrase, which I'd chalk up to cultural differences anyway. I don't buy that "English is hard to learn". I've been trying to learn Japanese for 25 fucking years this same way and I can still barely read hiragana/katakana and know maybe 9 kanji.
All this Jap English talk is reminding me of the time when I got in trouble for saying "fuck" because I thought that's what you say when you're frustrated. Suffice to say John & Sarah Conner were not great role models for learning English.

SEA overall sees a huge rise in English proficiency because parents think it's good for them and it's a lot of parents dream to have their kid learn and live overseas.
Heck alot of parents here take huge debt to ship their kids overseas to be underpaid farmers because it's just a huge wage increase compared to "homeland".

Kids from as early as 5 years old are put into "English centers" where they import English native teachers from all over the world, sometimes even the indians/singaporean/phillipines. I actually interned in 1 of these and found out "fuck it im not cut out to be a kindergarden teacher" and dropped the english teacher route.

Meanwhile Jap parents doesn't care if their kids can speak english or not. That's it. Their kid won't earn any less in Japan than in the US.

I don't know about the other two countries, but all the ID girls I've heard so far place fourth for "most breedable accent" behind german, oz/kiwi and (english proficient) japanese women.

Honestly as a kid who grew up having to listen to American accents on TV I'm glad to see it swinging the other way now. As a kid I was confused why people in films talked weird, and just assumed they had some kind of problem.
