The people running the concert need to make a certain amount of revenue to pay for various event costs. The more tickets you can sell, the cheaper you can have each ticket while making a decent profit. Hololive can sell a lot more tickets than a bunch of randos and four decently-known people like Mint.
As for the: "the country won't have enough disposable income", I'm sure the event organizers will have taken stuff like income and demographics of the area into account before deciding the concert would be worth running.

Cover song performances don't need permission from the copyright holder in the UK and US at least; Spotify etc. have arrangements with the Mechanical-Copyright Protection Society (UK) and The Mechanical Licensing Collective (US) to automatically pay out the legally mandated royalty costs, and a standard sync licence covers the music video on YouTube (and even then a lot of music publishers will just use Content ID's cover song feature to passively collect a cut of the revenue from cover versions of their songs, which while obviously being a much less formal arrangement than a licence and not something I'd rely on to cover me legally, lets publishers passively collect revenue from small artists who wouldn't be worth suing so it's beneficial to just let it happen). The reason cover perms are difficult for some vtubers is because a lot of them use official instrumental versions belonging to the original copyright holder as their backing track, and copyright arrangements work differently for recordings than they do for compositions (which is also why sampling can cause issues). That isn't a problem for this particular cover since they're using an original instrumental track, rather than lifting the original Disney one.
