The flaps are under the cap.Perhaps they thought that Ina without flaps or squishy hair would appeal more to the non-vtuber-watching public. The flaps would have gotten in the way of her cap anyway.

Even in her alt design, the traces of the flaps are still present and she has a hairclip based on the crown in her default design. Ina with flaps and squishies is instantly recognizable. The only Ina-specific design element in the dodgers art is the pointy ears. At a glance, you could mistake Ina for Subaru. Overall I think it's a minor issue, but it just seems strange that they'd skip the chance to use a more iconic Ina face.Squishies are canonically optional, and the flaps are resizable too:

Probably because default outfits are how the talent is most often presented, to a new viewer or a normie if they see a vtuber in one of the alts once and then see them in another alt they will probably not make the connection right away, but since the default pops up so much, there's a higher chance of the person recognizing who they're even looking at. (Also, I'll be annoyed if they force Ina to use her default outfit for the collab. Cover seems to have a hard-on for the default outfits in these sort of things, and Ina's default outfit is probably they most normie-unfriendly of any of her costume choices. Making her use it would just reinforce the idea of vtuber fans as a bunch of lolicon coomers in peoples' minds.)
