Also have this phenomenon but once every five years or so one single young hotshot will do something stupid outside of the borders... and the police will still not clamp down on it as much as they should.

For context my area isn't on a block system so officers actually sit by the entry roads and stop people who look like they, uh, don't belong there. But they won't do that at night!
