I think the Shorts Meta Subs were really more that the bots laundered themselves in that way. I feel like Google reduced some of the significant bot protections at the time to try to fight off TikTok. That was the same period where spambots were absolutely taking over comment sections, far more than normal. Those realities probably aren't disassociated.
