if you couldn't access jellyfin outside of home base then your plex setup may only be working by falling back on the
plex relay. this is great as a backup, but you're going to be limited to 1 Mbps (free) or 2 Mbps (plex pass) speed. if the bitrate is over that it will re-encode it to those limits.
Check your logs to see if your videos are being throttled by the plex relay, and peek your library bitrates to see if it's something that even matters to you. If yes,
tailscale should take care of it (free). it's like a VPN but instead of a central server it's a p2p mesh network approach, allowing devices to connect directly to each other via a series of end-2-end encrypted tubes.
One last thing (call it a hunch): Can you confirm your ISP doesn't have you on a cgnat? (shared IP with a subnet, essentially putting you in a double NAT situation. Run a traceroute on your public IP (X's), assuming windows terminal:
tracert xx.xxx.xxx.xxx

If the output shows two or more lines, your ISP is using CGNAT. Call them and say it's fucking up your shit and they'll likely give you a standard NAT address.
