If finding things in the Niji L thread is a problem, is that not a threadmarking issue rather than a "close the thread" issue? And frankly, Niji L is threadmarked better than anything in General is. With Empty not doing recaps anymore this is only going to be more of a problem over time, not less.

I think they mean if the number of event threads got too unwieldy you could make per-company subsections. I don't think there's any reason to do it pre-emptively. Just make event threads when a given event is taking over general too much, lock them when those events finish, and if and when that leads to having enough threads to cause a problem then there are solutions.
Are people actually posting here because they want to pick up fans? Are people posting Holo clips in general because they want more fans for Marine, Pekora and Subaru, or are they trying to converse about something they found entertaining?
For a lot of the clips in general there's not really anything to converse about - it's just "here's my oshi singing a song" or what have you. I don't know whether people do it just to share a clip they liked or in the hopes that other people will like it and start to watch, but it's not really possible to distinguish between the two.
I do wish we had a culture of just noting this in the post, even for like Kson, if it's relevant just say. If we go the "do your reps" route then, well, here's the natural consequence.

Having these two priorities are mutually exclusive. If this place has any problem in regards to negativity, it's that criticism of vtubers outside of Niji or a tiny select few is too often dogpiled. That's the opposite problem, strictly speaking. I'm not suggesting this place's toxic benevolence is a problem that needs to be or even can be solved, just that the perspective is askew if it's being misinterpreted and then seen as something that might need action.
Now if "excessive negativity" is being interpreted as "negativity towards criticism" OR as "spamming, excessive slurs, slurs in place of rather than humorous enhancement to an argument or excessive capslock" then, while I don't personally see that happening, I don't disagree that it's a problem and you should ignore this suggestion. If it's any other interpretation of "excessive negativity" then it's not a real problem and trying to ablate it is incompatible with a goal of making L threads serious discussion.
Other suggestions:
Make the titles uniform and sterile to encourage discussion instead of rabblerousing. "[Company/Person] [Synonym for L] Thread" works pretty well, to be honest.
Have staff proposition people for Orderly and reject volunteers instead of solicit them. Anyone who volunteers is less likely to be objective due to emotional investment. Thrust this power upon people and you'll get fairer moderation. If they decline, move to the next, or offer another thread to them. Solicit volunteers only when desperate. I've only read the first post of this thread as of writing this, I'm not calling anyone out if there are already volunteers.

I've floated splits in the Discord for specific topics in the Niji L thread (Michi's tax story, YAB) and always had at least one nay from forum regulars. Which is fine, but perhaps preferences have shifted.
My own criteria for a "negative" event thread would be:
Suspension/disappearance (e.g. Magni and Vesper, Selen post-cover but pre-termination)
Graduation/termination (which can repurpose a thread for the above if needed)
Government action, law enforcement action, or verifiable lolsuit (e.g. Cover getting slapped for not paying artists, Anycolor and YAB)
Detailed, plausible account of potentially criminal or civilly actionable conduct, even if no visible action is pursued (e.g. Michi's tax story, Filian's model fight which was settled, Offkai 2024 blacklisting which in fact has its own thread)
Whistleblowing with receipts (e.g. Raziel and Luca, Twisty and Aster - their differing motives and moral circumstances aside)
If every event meeting these criteria was its own thread, you would have a greater number of threads that would go dormant after some time, but each thread would have a relatively objective standard for being on-topic.
Also, any post linked in the announcement banner should also be threadmarked. I admit I've not been keeping up with that.
I'm currently facing winds of over 130 kilometres per hour, so I hope people understand why I've been distracted. There's been more discussion among staff as well, and I've also been digging a bit deeper into the forum software to figure out how to do certain things. Here's a brief overview, to be updated after I'm done re-enacting the plot of Pixar's Up.
