Even when telling RL stories they tend to fictionalise parts of them. But I agree they don't feel like fully fictional characters. I think there's a reason people talk about "kayfabe" - pro wrestling is the closest analogy for a lot of how vtubing works. Ultimately it's its own medium with its own conventions though.

the EN -> JP translation might be worse than any JP -> EN auto translation I've ever seen.

If you take the phrase "horny bonking all of you" out of context, that's a pretty accurate translation; a human would do the same thing since that's honestly what it sounds like. Kiara's slang and lack of punctuation/prepositions is more to blame than the auto translator.
