Why would that indicate a noncompete? I seriously doubt pngtubing is meaningfully different from vtubing from a legal standpoint.

They have never enforced it actively, you have to get snitched on and big channels/events have always been able to get away with it. The problem is that then he can't collab with people in Twitch because of their retarded ban evasion rules.

To be fair, worst case scenario you just get a 1 day ban so you can just keep getting away with it until someone cares enough to ban you. But also, I think non affiliates/partners get an "indefinite" ban that they just have to appeal so there's always the risk.

Not anymore. When they changed the rules regarding sponsorship cuts which blew up on their face they also changed the rules about partnership/affiliate status multistreaming. Now no one is allowed to do it.
