I get that it's just an attempt at putting an advertiser-friendly spin on "here's content for teenage boys to jerk off to because their parents' child filters block actual porn", but for plausible deniability to work you need to actually have an innocent explanation for what it could be, and I just can't think of one.

More seriously though most of us hate twitch you really are asking the wrong crowd.
There may have been one or two people there covering the latest Jacuzzi models and automatic floating leaf-sucking vacuums but no, it's the softcore porn category (even more so than the rest of Twitch) and always has been.
The intention was not "advertiser friendly". It was for quarantine so advertisers don't see it.
No ads are shown on the category.
The trend were created by the streamers first. Female thots came up with the idea and even male streamers were cashing in on the trend, showing themselves in the pools with skimpy clothing females. They streamed it on just chatting category.
Rather than outright banning it, the fappers known as twitch mods decided to allow it in a different category that advertiser don't have access to. This way they don't have to ban any of their favorite "innovative streamers" for fucking up the Just chatting category and outright breaking existing rules. Then they created a new rule set allowing "beach ware" for the poolsters in the newly made category.
When the e-thot streamers realized ads were dropped, ... everyone stopped using it, except for the random few who decided "I want to go full whore this day of the month". There is literally 0 incentive to stream on the category rather than going full whore. Because financially you want to whore out on the just chatting category.
Actual innovative streamers has no reason to stream on it either. Why would you spend 50 hours on a creative project just to stream on a category that doesn't make you any money since ads are restricted and the only one going into it are coomers. Better just make a youtube video.
