He's likely 100% confused. IOI doesn't want people buying Hitman 1 or 2 because they want to consolidate everyone on Hitman 3. It's why they just gave out the entire Hitman 1 and 2 levels to everyone for free on Hitman 3.
EDIT: Additionally, Hitman 1 was published while IOI was under Square, so that's why management was adamant about saying "Don't play Hitman 1" because it's an entirely different publisher.

For vtubers that I know of is whiskey and lumi, they aren't small, they also had antis that would have tried reporting them for it and maybe some other stuff. I do not think retard is bannable by twitch unless you're using it for a immutable characteristic/generalization/etc.

Twitch can and does ban people regardless of context, even in the case of malicious actors deliberately baiting that response like soyjack raids. The issue is that vast swathes of the "TOS" are so vague as to be effectively unwritten and what interpretation you get is based on what admin happens to be logged in that day, who picks up your case to argue for/against you, and whether they're feeling spiteful or not. The only real way for guaranteed safety is to be too big for them to fuck around with or groom your own staff member like Vshojo has in Gunrun or (in reverse I guess) the admin Hasan did with all the irl titty streamers.

It's different publishers for all three. HM1 was SE, HM2 was WB, 3 is self published by IOI. If he has perms for 3, he has full access to all the content because IOI is also the developer.
