My impression is that if you pose even the slightest risk of influencing a moderate amount of people, you are on a "list". Everyone is surveilled already to some extent. The question is to what extent for a given individual and whether they're doing more than surveillance. The funny part is the foot surveillance people. IDK if it's something in the USA like operation TIPS or what, but it kinda feels like a lot of them don't really know what they're involved in fully. Either that or they've got some kinda of deficiency.
